What is USAID ?: हाल ही में United States Agency for International Development (USAID) का नाम एक बार फिर चर्चा में आ गया है। USAID, जिसे अमेरिका की foreign aid agency कहा जाता है, का दावा है कि वो developing nations को support करने के लिए काम करता है। लेकिन सवाल ये उठता है कि क्या ये funding वाकई मदद के लिए है, या फिर किसी hidden agenda का हिस्सा है?
USAID क्या है?
USAID की स्थापना 1961 में हुई थी, और इसका primary goal developing countries में democracy, economic growth, और humanitarian assistance को बढ़ावा देना है। लेकिन कई reports और leaked documents में ये सामने आया है कि कई बार इस एजेंसी की funding का इस्तेमाल geopolitical influence बढ़ाने के लिए भी किया जाता है।
भारत में USAID की भूमिका
भारत में USAID कई sectors में काम कर रहा है, जिसमें health, education, environment, और governance शामिल हैं। लेकिन कुछ experts का मानना है कि इसकी कुछ activities सीधे तौर पर भारत के internal matters में interference करने जैसी लगती हैं।
एक हालिया रिपोर्ट में दावा किया गया है कि USAID ने भारत में कुछ NGOs और media houses को fund किया, जो government policies के खिलाफ narratives बना रहे थे।
भारत के खिलाफ कितना पैसा लगाया?
- NGO Funding:
- कई NGOs जो environment और human rights के नाम पर protests कर रहे हैं, उन्हें USAID से significant funding मिली है।
- Reports के मुताबिक, USAID और इससे जुड़े foundations ने पिछले कुछ वर्षों में $50 million से अधिक की funding भारत में किए गए campaigns के लिए allocate की है।
- Media और Think Tanks:
- कुछ think tanks और media groups को भी USAID के indirect grants मिले हैं, जो government policies की critical coverage करते हैं।
- Allegations हैं कि ये funding भारत के strategic projects जैसे nuclear energy, digital infrastructure, और defense modernization पर negative perception बनाने के लिए इस्तेमाल की जा रही है।
- Political Interference:
- कई बार देखा गया है कि जब भारत किसी independent foreign policy को follow करता है, तब कुछ international organizations उसे challenge करने के लिए अचानक active हो जाते हैं।
- Ukraine war और Russia-India relations के मामले में भी कुछ organizations को USAID से indirect funding मिलने की खबरें आई हैं।

भारत सरकार का रुख
भारत सरकार ने कई बार foreign-funded NGOs की transparency को लेकर strict policies लागू की हैं। FCRA (Foreign Contribution Regulation Act) के तहत कई NGOs की funding पर रोक भी लगाई गई है। इसके बावजूद, कई global agencies alternate routes से funding जारी रखने की कोशिश कर रही हैं।
USAID एक global aid agency होने के बावजूद कई बार इसकी funding और motives को लेकर सवाल उठते रहे हैं। भारत को इस बात पर सतर्क रहने की जरूरत है कि foreign funding के नाम पर कोई ऐसा ecosystem न बनाया जाए, जो internal stability और national interests के खिलाफ काम करे। सरकार को चाहिए कि वो external funding sources पर और भी ज्यादा scrutiny करे, ताकि कोई भी hidden agenda देश की sovereignty को प्रभावित न कर सके।
